» Exit Criteria and Monitoring Procedures

1. Exit Criteria- The ELL student remains in the ESL program until he/she has attained a level of English proficiency that will allow him/her to be successful in the mainstream curriculum. Exit procedures from the ESL program include a score of 5 on all parts of the English Language Development Assessment (ELDA), classroom progress (indicated by the student progress report), and academic achievement scores on the IOWA and LEAP 21 tests.
2. Monitoring procedures- After attaining a score of Fluent English Proficient (FEP), students are placed on monitoring status for a period of two academic years. During this time the student’s progress is monitored in the mainstream classroom. Report cards, test scores, class work and teacher observations are utilized to determine if the student’s progress is satisfactory. If the student does not demonstrate adequate progress in the mainstream environment, a School Building Level Committee convenes to recommend appropriate program placement.
